Perceived by the human responsibility felt by our consciousness, towards our citizens and their rights for free, justice life with dignity, we draw attentions of related authorities, that while it was propagating for the rule of low, general freedom, prevailing of democracy, peaceful transformation of power and ensuring human rights within freedom of expression which was secured by all international human rights conventions and agreements, signed by Sudan, and known to all our citizens.

In Darfur emergency lows was lifted but procedurally, but practically different securities authorities are behaving without supervisors or accountability, tortures is prevailing by detaining civilians in military inelegance custody, and securities detentions away from specialized judiciary instruments (the Judiciary) and their procedures, confessions are extracted using savage and barbaric ways by bandages who doesn’t resemble Sudanese people.

In the evening of Friday October 29, 1999 unknown forces stormed the house of Mr./ Ibrahim Yagoub, the Omda (Mayor) of Elshifa and Chairman of tribal reconciliation mechanism for Massaleit tribe and his wife Ustaza/ Aza Ahmad Difa Taj-Aldin one of pioneer women activist in Darfur, and Chairperson of Service Committee in Western Darfur Legislation Council. Both of them were eliminated in most provocative and strange manner to citizen of Darfur, they used automatic weapons and well prepared car to fled with. The security organs haphazardly arrested great number of civilians, they were tortured in a savage and barbaric ways that nearly bringing the life of citizen / Saleh Arbab (30 years) into death, and still his fate is unknown.

What had happen to citizen Saleh Arbab and his colleges lead us to open the files of atrocities and human rights violations, in Darfur generally and Western Darfur in Particular, it require an investigation and to present whoever involved to the judiciary in the above case and the following ones:

1- According to decree (157/1992 still running) articles 26/43 of weapons and ammunitions low were changed, the change was specially meant to Darfur, while the rest of Sudan was exempted. Accordingly many unfounded allegations and cunning repots were opened, prisons were filled by women, boys and old people, in cases the authorities had failed to find political solution for it (possession of arm), in very short time, the years of condemnation for only (70) civilians in cases of weapons possession reached (980) years of imprisonment.

2- In 1997 an organized arm unit attacked the weekly market of Fukar village (south of Al-Ginyna) the village was raided women were raped, privacy were legalized, two persons were beating with sticks and arm stump to death, in front of women and children.

3- In 1997 village of Aserni was attacked by a unit of military armed forces, civilians were arrested and tortured, three of them were fastened by their testicles, then they were eliminated, buried east-west in a manner against religious beliefs of the victims (which is Islam).

4- In 1998, Dowiling Market at Habila province was surrendered, civilians were forced to lay down from morning till afternoon, they were subjected during that period to group torture in front of women and children.

5- In 1998, after sadness events of Al-Baida, civilians Dodein Nassir, Alshiekh Adam and Khamis Mangistu were subjected to terrible torture, marks of which are still on their bodies, others like Khamis Abdalla and Faki Ibrahim were tortured in a very sensitive position in their body, in order to extract their confessions.

6- In 1999, after bloody events of Tbarik the late Abakar Mattar was subjected to terrible torture in the security custody, he was very old man (exceeded 70 years), where he was burned with plastic bags, that cause him great harms till he died.

7- A civilian was killed by the Commander of Tulos unit, and buried in unknown destination.

8- In 1999 a civilian, named Bura Adam Arbab and two others were subjected to great tortures, Burra Adam died due to the wounds.

Many uncounted extremes and violations are now practiced in Darfur without controls, accountabilities or regulations, which required justice investigation with people responsible about these, and to present them to immediate justice trails.

These are the facts; we brought them with great impartiality, without any intention or fancy, except what human conciseness and the national duty impose upon us, we immediately require the followings:

1- Investigating all mentioned extremes and violations.

2- The work to present who ever involved in committing these extremes and violations to immediate and just trails.
